Introduction

The government attempts to resolve the issues emerge in the public sector by applying the public administration policies. Campbell et al. (2013) implied that the public administration policies are essential for addressing the principles and standards. The issues related to the information security have been the major concern for every organization in the public sector. In 2013, the government has recognized the information security as the major priority for the public sector. The study will explore the structures of the departments in which the issues reside. The impact of the human resource management in addressing such information security issues will also be discussed in the study. Accordingly, the study will discuss the challenges associated with the issues identified in the public administration sector.

Structures and Departments of the Agency

  The Virginia Board of Education is a US based educational institute that is conducting the review of the educational policies and standards for ensuring the accessibility of the students to the public schools. It has been noticed that the institute has been facing the significant issues with the upgraded computer technologies. The institute has 13 computers that are needed to be upgraded. The installation of the new computers is necessary to maintain the proper security inside the institution (Virginia.gov, 2017). The obtained ideas from the report reflect that the education does not upgrade the information technology software. It becomes much difficult to communicate with the internal management. The frequent changes in the policies create the significant challenges for the public sector. However, it is the responsibility of the human resource management to address such policies and improve the internal security system Moreover, the malicious attack due to poor information security may lead to data breach. Hence, the issues have the recognizable impact on the institution.

The leadership team of Virginia Board of Education is fragmented into different departments. The personnel associated with the departments are:

• Chief Information Security Officer
• Senior Administrative Assistance
• Senior Executive Research Director
• Community and Minority Affairs Liaison
• Officer of Business and Risk Management

These personnel members are the major officers at the institute and they take care of their departments. The internal communication is mainly transported via email services (Wsls.com, 2017). However, due to the lack of upgraded software, it becomes much difficult to communicate with the internal members by maintaining ease. However, it has been noted that if the institute can pay attention towards the internal information security installation, it will be protecting the communication data from being hacked by the malware functions. It is thus necessary to improvise the security software to protect the data from privacy breaching.

Primary ways of Human Resource Management impacting on information security issues

The human resource management has been playing the significant role in addressing such issues, both positively and negatively. It is the responsibility of the human resource management to derive the knowledge about the mismanagement of any of the necessary segmentations related to the internal functionalities. Hence, when the human resource management receives the information about the security breaching, it is necessary to undertake the proper training and development session (Beadles et al. 2015). The human resource management needs to instruct the IT management to upgrade or install the upgraded software in the computer systems. On the other hand, the failure to manage the proper information storage will also lead to the negative consequences. The human resource management needs to pay attention on such aspects as well.

Primary ways of budgeting part

One of the major parts of developing the information security is the proper resource allocation. It is necessary to comprehend the necessary resources that are essential for upgrading the software and managing the internal workforce to adopt such advanced technologies. The management personnel usually take the decision by consulting with each other (Durant, 2015). The proper resource allocation or budgeting process helps in fulfilling the purpose in a sequential way. On the other hand, as the reverse effects, the lack of sufficient resource can even fail the entire planning process. It is necessary to prepare the budget plan in a structured way. In fact, the budget planning includes the different segments essential for mitigating the risks related to the information security (Head & Alford, 2015). Hence, it is noted that the proper budget planning can create both the positive and negative impact on the information security issues.

Political Environment

The regulatory factors and the political influence have the significant impact on the information security issues. It has been noted that current environment signifies the potential challenges in the technological areas (Dunn Cavelty, 2013). It is essential to follow the government regulations imposed in the information security aspects. The frequent changes in the policies create the significant challenges for the public sector. However, it is the responsibility of the human resource management to address such policies and improve the internal security system (Berger, 2014). Currently, the government is suggesting the different cyber laws that are protecting the hackers from data breaching. These facilities are quite commendable to protect internal data of the public organizations. The focus on the political influence and the governmental regulations is thus necessary.

Conclusion

The study explores the knowledge regarding the information security issues in the public sectors. The Virginia Board of Education is facing the issues with the non-upgraded computers. The internal communication is mainly transported via email services. However, due to the lack of upgraded software, it becomes much difficult to communicate with the internal members by maintaining the simpler ways. The human resource management needs to instruct the IT management to upgrade or install the upgraded software in the computer systems.
